Michael M. Brogan - Brigadier General, U.S. Marine Corps (Retired)
Gen Brogan retired from the Marine Corps at the end of September 2011 after serving more than 31 years. During his last acquisition assignment from September 2006 to July 2010, he served as the Commander, Marine Corps Systems Command. From February 2007 until leaving Marine Corps Systems Command, he performed duties concurrently as the Joint Program Executive Officer for the Joint Mine Resistant Ambush Protected (JPEO MRAP) vehicle program. In his final billet on active duty, he was the Commanding General, Marine Corps Training Command, the organization responsible for all primary Military Occupational Specialty producing schools, officer and enlisted, in the Marine Corps. Training Command also prepared Navy Chaplains, Doctors and Corpsmen for service with the Marine Corps.
BGen Brogan is a senior vice president, Deputy Business Unit General Manager/Division Manager and program executive for all (MRAP) family of vehicles (FOV) contracts in ManTech International Corporation’s Mission Solutions & Services Group (MSS). He is responsible for overseeing group-wide program execution, program management systems, program manager talent development, and quality assurance (ISO 9001 and CMMI) for MSS. He has Profit and Loss responsibility for the BaseLog Division of the C4ILOG Business Unit.
Under his leadership, the MRAP FOV contracts team provides rapid assessment and repair of battle-damaged MRAP FOV systems; immediate repair of mechanical failures; and technology insertion, system integration, upgrades, and modification services to enhance and sustain fleet operational readiness. Specific to the route clearance vehicle fleet, the program manages supply and transportation support; performs demand analysis, warehouse operations, management and reporting of logistics data; and redistributes material to right size the repair parts levels at each repair location.
In addition to Commanding Marine Corps Systems Command and JPEO MRAP, BGen Brogan’s acquisition assignments include: Program Manager of an Acquisition Category ID Program; Product Group Director, Infantry Weapons Systems; Program Manager of a Special Access Program; Survivability Project Officer; and Logistics Officer at the Amphibious Vehicle Test Branch. His operational billets include: Commanding Officer, 3d Assault Amphibian Battalion (AABn); Commanding Officer, Company A, 3d AABn with service in Desert Shield and Desert Storm as part of Task Force Ripper; and Platoon Commander, Company D, 3dAABn including deployment to the Western Pacific supporting Battalion Landing Team 1/3.
Beyond his work at ManTech, BGen Brogan is an Intermittent Executive Faculty Member at Defense Acquisition University (DAU) where he teaches in the Defense Systems Management College. He is a member of the DAU Board of Visitors. He is Chairman of the Board of Directors at H.P. White Laboratory, a ballistics test facility; and serves on the Government and Defense Board of Advisors at Metal Works, LLC, an armor company.
A native of Orrville, Ohio, BGen Brogan graduated from the University of Notre Dame with a Bachelor of Science degree in chemical engineering. He holds a Master of Arts degree in business from Webster University and a Master of Science degree in National Resource Strategy from the Industrial College of the Armed Forces at National Defense University.

Nancy Heimbaugh - Department of Defense Senior Executive Service (Retired)
Ms. Heimbaugh retired from the Federal Government’s Senior Executive Service in February 2014 and prior to that, served as a Department of Defense senior acquisition executive with over 35 years of experience in acquisition, procurement, and contracting. Many of these years were dedicated to leading and managing the Defense Logistics Agency’s acquisition and contracting operations. She served as the Defense Logistics Agency Senior Procurement Executive, Component Acquisition Executive, and Head of Contracting Activity.
Ms. Heimbaugh is founder and principal owner of LMP Alliance, a Government consulting firm. She advises government agencies and commercial businesses on Federal and Department of Defense contracting and acquisition matters. Ms. Heimbaugh serves as a director on the Procurement Round Table and is a member of the National Contract Management Association Board of Advisors. She also serves on other corporate boards.
Ms. Heimbaugh holds a Masters Degree in National Resource Strategy from the Eisenhower School (formerly Industrial College of the Armed Forces) and a B.S. in Business Administration from Strayer University.

Scott P. Moore - Rear Admiral, U.S. Navy (Retired)
As the commander of the Naval Special Warfare Development Group (DEVGRU), RADM Scott Moore led the military’s most elite forces during one of the most dangerous times in our history. He was born and raised in Colorado Springs, Colo., and graduated from the United States Air Force Academy, Class of 1983, with a bachelor of science degree. Upon graduation, he received an inter-service commission, attended Basic Underwater Demolition/SEAL (BUD/S) training in Coronado, Calif., and graduated from BUD/S Class 126 in January 1984. Moore has commanded at every level from the mountains of Afghanistan to briefings in the Oval Office. Throughout his 30 years in the military, RADM Moore directed more than 2,000 missions and saw on the front-lines what most commanders only hear about in reports. He has been deployed across the globe, and his experience runs the gamut from leading small groups to large-scale tactical planning.

LTG Dail retired from over 33 years of active service in the U.S. Army in November 2008. From August 2006 to November 2008, General Dail served as the Director of the Defense Logistics Agency (DLA), a provider of logistics, acquisition and technical services to the Army, Navy, Air Force, Marine Corps and other federal agencies.
Prior to serving as DLA Director, LTG Dail served as the Deputy Commander, United States Transportation Command, Scott Air Force Base, IL, a Unified Command responsible to the Secretary of Defense for the nation’s global defense transportation system, commanding components of the Army, Navy and Air Force.
As a result of these and other professional experiences, LTG Dail has significant expertise in operational and strategic level logistics which is the basis for his 2009 selection to serve on the ADS Board of Directors. In March 2009, he joined Supreme Group, Inc., a global logistics services company headquartered in The Netherlands. LTG Dail served as President, Supreme Group, USA located in the Reston Town Center, Reston, Virginia from 2009-2013. In January 2013, LTG Dail was promoted to Chief Commercial Officer of Supreme Group with global responsibilities for Business Development, Communications, and Strategic Planning. LTG Dail departed Supreme Group in May 2014 and presently heads RTDAIL Enterprises, consulting on a wide range of Government business, logistics, education, leadership development, and supply chain related activities.
LTG Dail holds an M.S.B.A. from Boston University, an M.M.A.S. from the United States Army Command and General Staff College and a B.S. in business administration from the University of Richmond.

MG Pollock is the owner of Pollock Associates, LLC, adjunct clinical professor of Yonsei University Graduate School of Nursing, and a consultant with CornerStone Associates. From 2008-2010 she served as the Executive Director of the Louis J. Fox Center for Vision Restoration at the University of Pittsburgh. Before her military retirement, she served as the Commander US Army Medical Command and the Acting Surgeon General from March 20, 2007-December 13, 2007 (the first woman, non-physician to have this role in any of the military services with a $9.7B annual budget).
MG Pollock received a Bachelor of Science in Nursing from the University of Maryland. She attended the U.S. Army Nurse Anesthesia Program and is a Certified Registered Nurse Anesthetist (CRNA). She received her Master of Business Administration from Boston University; a Master’s in Healthcare Administration from Baylor University, a Master’s in National Security and Strategy from the National Defense University, and an honorary Doctorate of Public Service from the University of Maryland. She is also a Fellow in The American College of Healthcare Executives (FACHE) and the American Academy of Nursing (FAAN). Harvard University’s Advanced Leadership Institute invited her to participate in their 2011 Fellowship program that begins in January.

GEN Tuttle consults for several firms in the defense industry. Following his retirement from the Army, he joined the not-for-profit Logistics Management Institute, first as a consultant and then as President and Chief Executive Officer from 1993 through 2001 and a Trustee until 2009 when he became Trustee Emeritus.
He has written a book entitled Defense Logistics for the 21st Century, published by Naval Institute Press and has lectured on defense logistics at the Defense Acquisition University, Industrial College of the Armed Forces, Army Logistics Management College, the University of North Carolina’s LOGTECH program and at the University of Alaska Anchorage.
As the Army’s senior logistician, GEN Tuttle led 100,000 soldiers and civilians of the U.S. Army Materiel Command from 1989 until his retirement early in 1992, a period encompassing Operation Just Cause in Panama and Operations Desert Shield and Desert Storm.
GEN Tuttle also commanded the U.S. Army Logistics Center (now the Combined Arms Support Command), the U.S. Army Operational Test and Evaluation Agency, the Eastern Area of the Military Traffic Management Command, and both the Support Command and Supply and Transport Battalion of the 3d Armored Division in Germany. He served in the Pentagon as the Army’s Director of Force Management and at Supreme Headquarters Allied Powers Europe as Chief of Policy and Programs Branch and representative to NATO’s Defense Review Committee.
His academic experience includes a tour as an assistant professor in the Department of Social Sciences at the U.S. Military Academy and as an adjunct instructor for the University of Maryland in Korea and Vietnam. General Tuttle was the 1992 – 1993 Visiting Professor of National Resource Management at the Industrial College of the Armed Forces. From 2004 to 2006 he was an Executive Fellow of the Institute for Defense and Business of the University of North Carolina and continues as an advisor.
He has been a consultant to the Defense Science Board participating in the 1995, 1996, and 1998 Summer Studies and chaired the 1996 Task Force on Logistics Modernization, the Subtask Force on Acquisition Workforce and Organization in 1998, and the 2004-2005 Task Force on Mobility.
Among his volunteer activities, GEN Tuttle chairs the Board of Visitors of the Defense Acquisition University and chaired the Procurement Round Table from 2003 until January 2011 and continues as a Director.
GEN Tuttle is a 1958 graduate of the United States Military Academy and earned a master’s degree in business administration at the Harvard University Graduate School of Business Administration.

Mr. Wallace joined ADS in 2004 and, as the company’s chief executive, is responsible for leading a workforce of more than 360 employees. Prior to his promotion to CEO in 2014, Mr. Wallace held multiple positions at ADS including Chief Operating Officer and President, as well as, Vice President of Sales and Marketing, and Vice President of Inside Sales and Vendor Relations. He has more than 20 years of experience successfully directing sales and customer service teams for industry leading organizations. Prior to joining ADS, Mr. Wallace served as the Vice President of Sales and Operations for Sunbelt Rentals. Mr. Wallace earned his B.S. from Old Dominion University.

Karan Rai - President & Chief Financial Officer
Mr. Rai serves as the President & CFO of ADS and the CEO of TWI. Mr. Rai joined ADS in 2012 as the Director of International and Strategic Business Development. He subsequently took on the role of Vice President of Corporate Development prior to being promoted to Chief Financial Officer in 2013. He was promoted to President of ADS in March of 2015 and has served as the President & CFO since that time. Mr. Rai has also assumed leadership responsibility of TWI following its acquisition by ADS in late 2015. Before joining the ADS team, Mr. Rai was a vice president in JPMorgan’s investment banking practice where he covered Defense & Aerospace companies in the Leverage & Acquisition Finance Group. Mr. Rai earned a M.B.A. with a concentration in Finance and Strategy, from Yale University’s School of Management.

Mr. Salle has represented ADS since its inception and joined the ADS team as full time Corporate Counsel in 2001. Prior to joining ADS, Mr. Salle was a partner with the law firm of Pender & Coward, PC where he concentrated in commercial finance, government contracting, zoning and land development. Mr. Salle served as Vice Chairman of the Virginia Beach Board of Zoning Appeals and as Chairman of the Virginia Beach Planning Commission. Mr. Salle received his B.A. from Old Dominion University and his J.D. from the College of William and Mary. Mr. Salle is a member of the Virginia Bar Association and is admitted to practice in the courts of Virginia and in all federal courts.

Prior to joining ADS, he served as a Lieutenant Commander in Naval Special Warfare serving at SEAL Team TWO, SEAL Team FOUR, and Naval Special Warfare Development Group. Brad Anderson - Vice President, Contracts
Mr. Anderson joined ADS in 2003 and has 15 years of experience in government procurement of operational equipment. Prior to coming to ADS, he ran a military sales business unit serving the Hampton Roads Navy and Marine Corps community. Mr. Anderson oversees both the management of ADS’ long-term contracts and the approval process of short-term contracts that are awarded on a daily basis. Additionally, Mr. Anderson and his staff are also responsible for proposal writing and management for future long-term contracts. Mr. Anderson earned his with B.A. in Journalism from the University of Georgia, Athens and has completed multiple courses in government contracting, proposal writing, and Federal Acquisition Regulation.

Christina Bauza - Director, Customer Loyalty
Ms. Bauza has been a member of the ADS team since 2007. Adam Casagrande - General Counsel
Mr. Casagrande joined ADS in 2016. He attended college at James Madison University and graduated in 1995. He stayed on to receive a graduate degree in Early Modern European History. Mr. Casagrande graduated from law school at William & Mary in 2001 and then became law clerk for Justice A. Christian Compton of the Supreme Court of Virginia. He joined the law firm of Williams Mullen 2002, was elected partner in 2009 and shortly afterwards was elected to the Williams Mullen Board of Directors. In 2014, Mr. Casagrande was made Regional Managing Partner of the Williams Mullen Hampton Roads offices. His legal practice initially focused on litigation and then shifted to a dual role of advising businesses along with litigation when needed. Mr. Casagrande is a Commissioner of the Norfolk Hospital Authority, a member of the Norfolk Board of Directors of TowneBank, the Board of Directors of the Virginia Zoo, and the Board of Directors of the Greater Norfolk Corporation.

Mr. Dooren has been with ADS since 2003 and is responsible for creating, developing, and leading strategic company initiatives related to vertical sales. Alan Downs - Director, Operations
Mr. Downs has been a member of the ADS team since 2007 and has extensive experience in operational planning and management. Since joining ADS, he has served in various roles in our operations department prior to being promoted to Director of Operations in February of 2014. Prior to joining ADS, Mr. Downs worked as a Plant Manager/Operations Manager for ITW, a leading manufacturer of OE Automotive engine components and parts.

John Dunn - Vice President, Finance
Mr. Dunn has been with ADS since May 2010. He began his employment with ADS as the Corporate Controller, before being promoted to the Vice President of Finance in March 2013. Prior to ADS, he spent five years with Price Waterhouse and PricewaterhouseCoopers as a Tax Manager before leaving to become the Tax Director at Trader Publishing Company. Mr. Dunn spent ten years at Trader which later became Dominion Enterprises, transitioning from Tax Director to Corporate Controller in 2006. Mr. Dunn attended the University of North Carolina at Chapel Hill and earned a B.A. in History and Economics, and a Master of Accounting.

Ms. Edwards joined ADS in 2006 and has more than 20 years of leadership experience in Human Resources. Ms. Edwards oversees all aspects of HR including talent acquisition and development, employee engagement, total rewards, and personnel compliance. Prior to joining ADS, she held senior Human Resources positions in the finance and telecommunications industries and helped to launch an internet company in New York. Ms. Edwards graduated with B.A. in History from the University of Florida and is holds multiple HR certifications.

Tom Hazelbaker - Vice President, Program Management
Mr. Hazelbaker joined ADS in 2007 and has over 35 years of leadership experience in operations and quality for numerous mid to large size automotive tier one manufacturers. Prior to joining ADS, Mr. Hazelbaker was a principle of TWH Inc. serving equity investors in the automotive manufacturing supply chain. Other past positions include Vice President of Manufacturing and Director of Quality for Southland Technologies, Vice President of Operations for Johnson/Johnsonite, and Business Unit Manager with ITW. Mr. Hazelbaker began his career as a developmental chemist with Sheller Globe Corporation after receiving his B.A. in Chemistry from Randolph Macon College.

Kevin Hickey - Vice President, Government Relations
Mr. Hickey joined ADS in 2010 and has more than 15 years of experience working with Congress. From 2010 to 2013, Mr. Hickey served as the Vice President of Product Management for ADS before taking over our government relations program. Prior to joining ADS, Mr. Hickey had a 22 year career with the Fabrics division of WL Gore & Associates, where he served in a variety of sales, marketing, business development, and leadership roles, both in North America and internationally. Mr. Hickey graduated with B.A. in Economics and International Relations from the University of Delaware.

Kendra Kamholtz - Market Director
Ms. Kamholtz joined ADS in 2006 and is responsible for the execution of strategic company initiatives and implementation into the market teams. Mark Libonate - Market Director
Mr. Libonate joined ADS in 2014 and is responsible for the execution of strategic company initiatives and implementation into the market teams. Prior to joining ADS, he served in the United States Navy Civil Engineer Corps officer. His Naval career highlights include serving as Chief of Staff, Naval Facilities Engineering Command (NAVFAC) and three command tours: NAVFAC Mid-Atlantic, Naval Mobile Construction Battalion 74 and Construction Battalion Maintenance Unit 302. Mr. Libonate is a Professional Engineer registered in the Commonwealth of Virginia, and earned a M.S.E. in Civil Engineering from the University of Texas at Austin and a B.S. in Naval Architecture from the United States Naval Academy.

Ms. Mernin has been a member of the ADS team since 2008. During her tenure with the company, she has been an integral leader in our operations department. Prior to joining ADS, Ms. Mernin managed operations for various manufacturing companies. Ms. Mernin served as the Warehouse Manager before being promoted to Director of Purchasing & Production in November of 2013. Mr. Philbrick has over 19 years of corporate marketing experience. Prior to joining ADS, Mr. Philbrick was Creative Director for Metrocall, Inc. and Director of Marketing for Mythics, Inc. Ms. Reed has been with ADS since 2011 and has extensive experience in business analytics, financial reporting, and investor relations. Prior to ADS, served as a Staff Accountant for Aurther Andersen & Co. before leaving to join KPMG where she spent the next 30 years of her career. While at KPMG, Ms. Reed served as a Senior Manager of Audit. Ms. Reed attended the University of Virginia where she earned a B.S. in Accounting and is a Certified Public Accountant.
