Bridging the Obsolescence Gap

ADS’ Leveraging Commercial-off-the-Shelf (COTS) Technology to Enhance Legacy Military Systems’ Technology, Performance, Reliability and Maintainability

Parts obsolescence negatively impacts many warfighter programs and capabilities. Defining the issue is not as easy as simply saying that a part is not made anymore. Parts obsolescence also includes components that are incapable of supporting newer, more technologically advanced platforms and equipment. For the military, the issue of obsolescence is a challenging one because the critical systems that the obsolete components support cannot simply be abandoned. When the overall system outlives the function or relevancy of its embedded components, the system is considered obsolete. In a nutshell, components are considered obsolete if they are no longer produced or they don’t “speak” to the newer parts.

WEIGHING THE OPTIONS Obsolescence management solutions are risky. On one hand, the issue could be addressed by constantly developing new products or re-configuring and re-working internal components to accommodate their rapidly changing life cycle. However, developmental timeline setbacks are unpredictable, costly and require continuous management and oversight. In the end, the result might not be worth the long-term investment. One work-around for components that cannot be economically produced is a systematic cannibalization of older systems. Yet another option for Department of Defense (DOD) programs is to stockpile equipment as part of a “last-time buy” initiative. However, this is not only unnecessarily costly, it squanders the opportunity to improve capabilities as platforms age.

BRIDGING THE GAP To address this issue, the DOD is working toward a sustainment strategy for the capabilities these aging components provide that would bridge the gap between legacy and objective force infrastructures. Finding a long-term solution is particularly challenging, considering the dynamic trends in the consumer-driven marketplace and rapid technological advances. It is punctuated by the fact that the DOD’s supply chain of original equipment manufacturers (OEM) is focused on responding to unprecedented demand in a consumer-driven market rather than re-treading old-parts reproduction with the military. Companies are constantly answering consumers’ demand for the “latest and greatest” while at the same time discarding older, less-capable products still largely being utilized by the military. These newer product offerings exceed the compatibility parameters of legacy military systems.

With current DOD budget cuts hampering the production and development of newer systems, legacy systems are required to not only support the mission for which they were designed, but also accommodate newer evolving roles in the modern battle-space. Despite their maturity, these systems still maintain their significance in spite of the limitations of their embedded components. In short, the military is being asked to do more, both in size and scope, with outdated components and limited capabilities.

In response to the demand on aging military systems, ADS recently partnered with Harris Communications, FLIR, Synexxus and Granite Tactical to develop a concept, tactical vehicle that would address many of the obsolescence challenges faced by the military’s aging tactical fleet vehicle systems. The prototype demonstrated the flexibility of integrating newer components into older systems in order to maintain and increase existing capabilities. Using the military’s HMMWV as the base system, the prototype was affordably upgraded to a fully-capable and relevant armored tactical vehicle with COTS C4ISR technology that was available through government-wide acquisition contracts. These components were then completely integrated into rugged and modern crew stations. Improvements to the HMMVW ranged from an up-armored crew capsule with 360 degree ballistic blast/ballistic protection and cameras with motorized, protective lids to a high-performance, multi-sensor thermal imaging system and modular, open hardware and software interfaces, just to name a few.

TO BUILD OR NOT TO BUILD In a perfect world, critical embedded components would outlast the overall system. This is especially true when considering military systems as end-of-life schedules continue to be pushed to the right. Once internal components begin to fail, there is obviously a need for an “apples-to-apples” replacement, usually with little-to-no intent of an upgrade. It is at this point program managers are looking for a solution when presented with the issue of finding a part that is no longer being manufactured.

While the obvious solution may seem as simple as coaxing OEM’s to reproduce the original components, it comes at a cost. OEM’s are reluctant to produce outdated components that have been shelved for an indefinite period. Additionally, components that adhere to stringent and specific military specifications and requirements can be costly. One solution is to utilize companies like Crestwood Technology Group (CTG) to contribute to obsolescence management by using information provided by OEMs to affordably reproduce original components or modify existing commercial off-the-shelf (COTS) equipment.

Currently, ADS is working with its partner, CTG, to develop a solution for the Forward Observer/Forward Air Controller (FOFAC) kit, which replaces obsolete components in U.S. Marine Corps M1A1 Abrams tanks with new COTS systems. This kit seamlessly integrates existing M1A1 communications systems into modern C4ISR networks using “plug and play” architecture. The system integrates multiple components into the original equipment form factor, maximizing available space and heat dissipation within the vehicle, while minimizing power consumption.

LOOKING DOWN RANGE Given the current financial landscape, COTS components are the most efficient solution. It is important to note that obsolescence management goes beyond reproducing specific obsolete components. The full spectrum of issues should be addressed through analysis of obsolete items in order to research and locate similar COTS solutions for form, fit, function and “ruggedization.” This critical step is necessary in order to identify potential replacements, prevent counterfeits and prepare any engineering changes or waivers that may be required to adopt substituted items. Long-term considerations should be taken seriously when determining the potential for equipment redesign or reverse engineering that would eventually remove obsolete items at various system levels. This solution would ultimately enhance system performance and improve reliability and maintainability.

The company is working with Virginia Beach, Va. based contractor ADS Inc, on behalf of the U.S. Department of Defense (DOD). The contract was awarded through the Defense Logistics Agency’s (DLA) Tailored Logistics Support (TLS) program. These displays will be used with tactical ISR receivers to provide UAV video information on the battlefield. Local Defense Company Provides More for Customers and Community

Warrior Expo East Debuts Expeditionary Combat and Support Solution Center as Well as Dining for a Cause Program

VIRGINIA BEACH, Va. (July 2, 2015) – ADS, Inc. has always put its customers first, especially when it comes to the company’s Warrior Expo. This year, ADS is taking it to the next level by rolling out two new programs designed to enhance the customer experience and give back to the military community.

Warrior Expo is a premiere defense industry event designed to bring end-users, program managers and procurement specialists together with industry-leading product and service providers in an environment specifically for government and defense organizations. While the traditional exhibit booth setup will be the primary layout for the show, ADS is moving toward putting some of the innovative solutions in context by integrating products from key partners in an Expeditionary Combat and Support Solution Center.

The idea behind the [Expeditionary Combat and Support] Solution Center is to have customers see, in-person, how the products they need for their missions can work together,” said Meghan Parker, Combat Support Equipment Supplier Account Manager and the brain-child behind the idea. “We want to give our customers a complete solution. It’s not enough that we tell them. Sometimes, the best way is to show them.

The Expeditionary Combat and Support Solution Center will highlight mobile dental and medical response systems, an HDT Global Tactical Operations Center (TOC) as well as a tools, equipment and kitting (TEK) resource hub. The Solution Center will also demonstrate the applicability of hybrid and renewable power sources, including rugged solar energy solutions for expeditionary and remote power needs and a hybrid renewable energy power management system designed to power critical assets in the most demanding environments.

Warrior Expo also continues to host ADS’s non-profit partners on Non-profit Row at the Expo show center. This year, the company will build on those relationships with the Dining for a Cause program. This special project involves partnering with select local restaurants to raise funds for the USO of Hampton Roads and Central Virginia (USO HRCV). During the Expo, when vendors and customers visit these establishments, 10 percent of the proceeds from their visit will be donated to the USO HRCV.

This program is especially meaningful to us because it is our chance to work with some amazing organizations to give back to the military community. Their needs are at the core of our mission,” said Deborah Gries, ADS’ Corporate Social Responsibility Coordinator. “It’s more than just saying we care about the military community. It’s another way for us to deliver on our promise to serve those who serve.

ADS, Inc. Announces Promotion of Karan Rai to President

Luke Hillier, Executive Chairman of the board of directors, recently named current Chief Financial Officer (CFO) and Executive Vice President, Karan Rai, President of ADS. Rai joined ADS August 2012 as its Director of International and Strategic Business Development. He also served as the Vice President of Corporate Development before being promoted to CFO, March 2013. “This transition represents the entire board’s view that Karan has and will continue to add value to our organization both as president and continuing as CFO,” said Hillier. “In his expanded role as president, the board and I will be looking for Karan to increase his level of internal and external engagement. We want him to help us evaluate long-term business development opportunities, identify new markets for our product and service offerings and strengthen his relationships with our top customers and vendors,” Hillier added. During his tenure at ADS, Rai has brought innovation and strategic focus to his role as CFO. In so doing, he has made a significant impact on the company’s capital structure and investor relations. Prior to joining ADS, Rai was a vice president at JPMorgan’s Investment Bank where he spent seven years covering defense and aerospace companies in the leverage/acquisition finance group. Rai holds an MBA from Yale University’s School of Management.

Virginia Beach Supplier Joins White House Discussion on Energy

VIRGINIA BEACH, Va. (March 30, 2015) ADS, Inc., a Virginia Beach, Va. based federal supplier recently participated in an industry roundtable discussion with President Barack Obama at the White House, along with representatives from SAIC, United Technologies, Honeywell, General Electric and other major U.S. firms. Each of these commercial companies represents more than $1 billion in government business and account for $45 billion in total contract spending. This executive level dialogue concentrated on collaborative strategies to drive better energy efficiency strategies throughout the supply chain and within end-user communities. This was done in advance of an Executive Order signed by President Obama on March 19, calling for the reduction of emissions that are currently driving climate change. This issuance targets the reduction of the Federal Government’s greenhouse gas (GHG) emissions 40 percent over the next decade from 2008 levels. According to the White House, this reduction would save agencies $18 billion in avoided energy costs and require the federal government to increase the amount of renewable energy it consumes by 30 percent. As part of the initiative, these companies pledged to reduce their own carbon footprint by 5 million metric tons over the next 10 years. This incentive would cut U.S. emissions by 26 million tons by 2025, the equivalent of removing almost 5.5 million cars from the road for a year. Currently, ADS is expanding its energy efficiency offerings to its Department of Defense (DOD) and federal customers. Whereas, the company’s primary energy efficiency target has been operational energy for expeditionary forces, ADS is leveraging its expertise and success in this field and applying it to other energy challenges being faced by the DOD.

“Providing innovative energy solutions in support of our troops in combat has been a central focus of ADS for the past decade,” said Karan Rai, president and chief financial officer of ADS, and the executive who represented the company at the White House event. “Expanding that effort to aid our broader customer base with an ever-expanding array of energy-efficient solutions is key to our team’s future growth.” In keeping with the directives outlined in the DOD’s Operational Energy Strategy, ADS initiatives target solutions that reduce the demand for energy in military operations through the use of energy-efficient power systems. The range of capabilities encompasses LED-lighting solutions with the U.S. Navy to complete power generation and distribution solutions through flex fuel and hybrid power systems. ADS is also partnering with companies to reevaluate the energy efficiency of current power generation and distribution solutions to determine if there are more environmentally friendly options. Large Antenna Order Received to Keep DOD on the Move

ADS works with Exelis and Gilat to Supply $7.6M Antenna order for DOD

VIRGINIA BEACH, Va. (March 23, 2015) –  Exelis (NYSE: XLS) has received orders valued at $7.6 million from ADS, Inc. on behalf of the U.S. Department of Defense through the Defense Logistics Agency (DLA) Tailored Logistics Support (TLS) program to provide mission command on-the-move systems. The systems will be used for undisclosed worldwide deployments.  Exelis in turn ordered its first procurement of tri-band SR300 Satcom-on-the-move (SOTM) antennas from Gilat. Called Global Network on the Move-Active Distribution, or GNOMAD, the system provides a broadband, satellite communication (SATCOM) on-the-move (SOTM) networked command and control connectivity. With GNOMAD, Exelis delivers a combat-proven, modular, reliable communications system that fully integrates into a variety of armored combat vehicles, commercial SUVs, and military platforms of all descriptions. The GNOMAD antenna consists of Gilat’s RaySat SR300 antenna, Wavestream BUC and an innovative, military-grade Antenna Control Unit (ACU) designed by Gilat to power both the antenna and the BUC. GNOMAD is based on an open system architecture, using low-profile antennae designs, in a reduced size, weight and power profile. The system has previously supported deployed U.S. Army units and the Department of Homeland Security during critical domestic emergency response missions. This delivery of GNOMAD systems also includes ground station satellite hubs, training and installation services and the ability to leverage commercial Ku satellite services and, once certified, X Band satellite services on the DoD Wideband Global SATCOM (WGS) Constellation. The SR300X is beginning WGS certification and the SR-300Ka will be available to begin WGS certification in the spring of 2015. At only 28 pounds, the SR-300 series antenna can be removed and replaced in less than 10 minutes providing increased flexibility on the battlefield. “GNOMAD is a proven mission essential command and control on-the-move solution ideal for the difficult communications environment that Army units operate in daily while deployed,” said Nick Bobay, president of the Exelis Night Vision and Communications Solutions division.

Local Virginia Beach Company Awarded DLA Gold Ranking

“Top Performer” Status Given for Excellence in Government Contracting

VIRGINIA BEACH, Va. (March 11, 2015) – ADS, Inc. has been recognized as a Gold Tier supplier for the Defense Logistics Agency (DLA) as part of the Department of Defense’s (DOD) Superior Supplier Incentive Program (SSIP). The SSIP is an extension of the Better Buying Power Initiative that began in 2010, designed to identify the highest performing suppliers for 2013-2014, measured in areas such as cost, schedule, performance, quality and business relations. “Given DLA’s mission to support our warfighters around the world, it’s important to recognize those companies with proven track records for superior performance in government contracting,” DLA acquisition directorate chief Matthew Beebe said. The Gold Level/Top Performer distinction is the highest bracket that can be awarded to a company. To even be eligible for consideration, companies must have DLA contracts with a proven record of performance as well as an established rating with the federal Contractor Performance Assessment Reporting System (CPARS). More than 150 suppliers were considered for these awards, with only the top 40 selected as DLA’s superior suppliers. ADS is part of the top 15 selected for the Gold Level. From its’ inception, the company was built around supporting DOD customers and has maintained multiple DLA procurement programs since winning its first contract in 2000. Currently, ADS is ranked as DLA’s seventh largest contractor and 45th overall with DOD contractors according to Bloomberg Government’s (BGOV) 200 Federal Industry Leaders 2014 report.

ADS to Provide One Man Portable Generators (1MPG) to the U.S. Marine Corps

ADS Inc. awarded contract to supply INI Power Systems One Man Portable Generators (1MPG) for USMC One Man Portable Battery Charger Requirement.

Virginia Beach, Virginia. Feb 3, 2015: ADS Inc. announced today that it has been awarded the contract to supply the U.S. Marine Corps (USMC) with One Man Portable Generators (1MPGs) to support the Marine Corps One Man Portable Battery Charger Requirement Program of Record.

ADS will utilize INI Power’s One Man Portable Generators featuring OMNIVORE™ Engine Technology (GSA Advantage: INI POWER) to meet 1MPG Single Fuel Forward requirements. INI’s One Man Portable Generators provide a real-time solution to bridge the power and energy capability gaps required to generate 1kW of electrical power using JP-8 fuel in support of GREENS and One-Man Portable Battery Chargers.

“INI’s family of spark based, internal combustion, aluminum engine solutions represent the most significant advancement in expeditionary energy in the past 40 years, and successfully bridge Operational Energy Capability Gaps associated with the costs, noise, weight, and maintenance burdens traditionally associated with diesel generators” said Jayson Southworth, ADS Business Development Manager, for Combat Support Equipment. The 1MPG award to Atlantic Diving Supply, Inc. (ADS) is a $24.7 Million five (5)-year Indefinite Delivery / Indefinite Quantity (ID/IQ) Firm Fixed Price Contract (FFP). The ID/IQ allows for the purchase of up to 3,000 production units.
