THE ISSUE:
Unprotected equipment outside is deteriorating; water intrusion, mold, UV, corrosion. Corrosion impairs the readiness of military armament. The Army reported a significant number of failures due to corrosion on the 155 mm medium-towed howitzer so severe that they resulted in aborted missions. A study estimates that between 30 to 40 percent of the aborts are direct results of corrosion. Corrosion is also identified as accounting for 39 percent of all unscheduled maintenance for the howitzer, further reducing the readiness levels of the equipment.** Corrosion Cost for Army Ground Vehicles is 12.6 percent of the total maintenance costs for all Army Ground Vehicles.* Corrosion accounts for 8% of weapons down-time or instances wherein they do not function properly.

THE SOLUTION:
Protective Covers. Almost all vehicles that have turrets leak have the following issues: internal mold and corrosion, coating system deterioration due to UV and abrasion, equipment electronic failure from corrosion and excessive heat damage during storage, airborne particulates which cause corrosion and sand damage to windscreens. Protective covers are having a dramatic effect in reducing corrosion from UV, sand, moisture and airborne pollutants. To be effective a cover needs, at a minimum, to be extremely air permeable to naturally offload moisture and heat. The US Army is having success using special corrosion-reducing covers. An effective protective cover, employed correctly, will significantly improve readiness, reduce maintenance and extend life cycle. “Corrosion remains the largest preventable cost to the U.S. military, a cost which exceeds $23.0 billion per year.” Heat, dust, UV rays and moisture degrade military hardware, leading to decreased readiness, increased manpower requirements and significantly higher long-term costs.

Local Virginia Beach Defense Company Awarded Contract to Deliver Rocket Launcher to the Marine Corps
VIRGINIA BEACH, Va. (December 9, 2015) – After a recent full-open bid competition, ADS, Inc., a local Virginia Beach, Virginia company, was awarded the contract to provide the latest modification of the Mark 153, shoulder-launched, multi-purpose assault weapon (SMAW) rocket launcher for the Marine Corps Systems Command (MARCORSYSCOM) for use by the United States Marine Corps (USMC). This contract for the SMAW Mod 2 replaces the original design for this portable rocket launcher.
Touting an unloaded weight of approximately 16 pounds, the original weapon was developed in the early 1980s as a U.S. Marine-specific, portable anti-armor rocket launcher. The system consisted of the MK153 Mod 0 rocket launcher, MK3 high explosive, dual purpose (HEDP) encased rocket, MK4 practice rocket and the MF 217, 9mm spotting cartridge. Additionally, the high explosive anti-armor (HEAA) and follow-through grenade (FTG) were added to the arsenal of warheads that could be launched from the weapons system.
The SMAW Mod 0 utilized an aiming mechanism that required a significant amount of time to accurately engage targets, posing significant threat to the operator when used in hostile environments. The new modification addresses the issues associated with the existing 9mm spotting rifle to aim the rocket launcher by replacing it with a modular ballistic sight (MBS). The MBS, mounted on the SMAW Mod 2, reduces the amount of time required to engage targets by allowing operators to acquire targets rapidly through the latest thermal and range-finding technologies. Improvements in weapon design have also made the SMAW Mod 2 considerably lighter, thereby reducing the load for the warfighter while still maintaining the same warhead versatility as its predecessor.
The Marine Corps released a solicitation for a SMAW Mod 2 production contract, January 2015. ADS partnered with L-3 Communications and Wegmann, USA, Inc. to bid on a formal full and open request for proposal for the replacement of the SMAW weapons system for MARCORSYSCOM. ADS was awarded the five-year, indefinite delivery, indefinite quantity, $72 million contract, October 23, 2015.

The weapon assembly will be manufactured in Lynchburg, Va. by Wegmann, USA. The MBS electronics will be provided by L-3. ADS will provide the final integration of the electronics and weapon assembly into a complete SMAW mod 2 system.

Panakeia and ADS Introduce Portable Oxygen Generation Capability to the Battlefield
The SAROS Oxygen System was designed and developed in cooperation with the U.S. Army Medical Research and Materiel Command (USAMMA) to address the combustion and logistical challenges incurred by high-pressure oxygen cylinders and liquid oxygen currently being fielded by the U.S. Army on the battlefield. The solution, SAROS, is a 12-pound portable oxygen generator that drastically reduces logistical issues related to oxygen supply for patient care in the field. This is one of the few products USAMMA has completed the Acquisition Category III (ACAT III) Milestone A to C decision process. The contract for production, training and kitting was awarded to the team comprised of ADS, Inc. and Panakeia LLC with a fielding plan of 7,000 SAROS systems over the next 4 years.
Existing battlefield oxygen transport solutions pose significant challenges. Oxygen from current containers is rapidly consumed, making continuous availability to oxygen a logistical headache. Exacerbating the logistics issue, storage and transport of portable oxygen requires strict oversight, as it is flammable and explosive. The SAROS Oxygen System provides a safe, lightweight, reusable and rugged solution that meets the demands of both battlefield care and medical evacuations. It can be custom configured to provide oxygen needs or advanced critical care needs for point of injury, evacuation – both land and ground, forward surgical suites and institutions.

The SAROS Oxygen System, Model 3000 is a small lightweight, battery-operated, oxygen concentrator capable of providing up to three liters per minute of U.S. Pharmacopoeia (USP) 93 percent medical grade oxygen at continuous flow, provided there is a power source. This product is 30 percent lighter than its commercial counterpart. This eliminates the necessity to refill and transport combustible bottled oxygen on the battlefield. The product has been 510(k) cleared by the U.S. Food and Drug Administration (FDA), has the CE Mark and is air-worthiness certified by the Federal Aviation Administration (FAA) for use aboard all medical evacuation (MEDEVAC) UH-60 L/M Blackhawk helicopters and commercial aircraft. The SAROS Oxygen System has also been selected as the oxygen system of choice for U.S. Special Operations Command (USSOCOM) Casualty Evacuation Tactical Combat Casualty Care (TCCC) missions.
SAROS will most likely be fielded in kits, such as air and ground ambulance, unit assemblages provided for forward surgical teams, EMT/trauma and pre-op and intensive care ward/post-op. As noted by USAMMA, SAROS maintains the traditional cylindrical shape of its conventional predecessor to satisfy the requirement to fit where any regular cylinder would go on a Mine-Resistant Ambush Protected vehicle or Humvee. This allows it to secure into the existing oxygen storage racks of Army evacuation vehicles. Additionally, SAROS is designed to augment the ‘D’ cylinder for patient care and transport, providing a continuous supply of oxygen for non-critical patients using standard electrical power.
The genesis of SAROS began in 2002 as a USAMMA product development cooperative agreement to develop a small lightweight, battery operated oxygen system for the battlefield. The first model was launched into the home healthcare market for people afflicted with chronic obstructive pulmonary disease in 2006. In 2008, the Department of Defense (DOD) fielded more than 8,000 of the ruggedized version of this product.
Additional research and development led to a smaller and more lightweight system, renamed SAROS in 2009, and was ready for launch in 2011, though the U.S. Army was required to ensure each milestone in the ACAT III process was accomplished. Once the final approval was achieved in 2014, the four-year contract was awarded September 2015.

This past weekend, ADS Inc. partnered with the USO of Hampton Roads and Central Virginia (USO HRCV) at ODU’s Military Appreciation Day as part of the Tickets for Troops program. This program was started by ODU in January 2015 as way of providing complimentary tickets to ODU men’s and women’s basketball games to military members and their families. The program has since grown to include ODU football, soccer and wrestling matches and baseball games.
During the first timeout of the Military Appreciation Day festivities, ADS honored the USO HRCV for their service and dedication to the men and women of the U.S. Armed Forces by presenting them with a game ball and a donation.
